Strengths:
+ Good early game tools in Skull Bash stun and Watergun shove
+ Very difficult to stop and high damage Rapid Spin engages thanks to hinderance resist
+ Huge amounts of displacement when combining Surf and Hydro Pump shoves
+ Big teamfight ult that can swing fights and even secure things
Weaknesses:
– 3-stage evo tank will be frequently level locked especially if on Expshare
– Spinspout build is VERY exp hungry
– Very poor 5-7 phase when just having Spout and no Spin
– Lack of mitigation on baseline Surf makes engages unsafe

Moveset 1 - Best
MOVESET 1:
Surf + Hydro Pump plays as more of a traditional CC defender. Despite not having the innate sustain of other tanks, its main merits over the others is that the Surf + Hydro Pump combo has especially large displacement and sizeable amount of burst damage, making it a very annoying thing to deal with for Pokemon that want to stay in a certain circle (Aurora Veil, Gravity, Sand Tomb, etc) or mainly function at closer ranges.
This set also lends Blastoise a much more respectable level 5 spike, as Hydro Pump is nice damage and strong disruption early on, whereas Water Spout alone is basically barely even a move at all. This helps it protect its lane partner, contest neutral wild pokemon (i.e. Altarias), and apply pressure for early pushes more effectively, especially when not serving as the main carry.
The very far pushing of Surf however can also sometimes backfire for offensive engages, as it can push people away *too* far. This makes Blastoise more of a defensive CC tank that’s slightly focused on peel rather than offensive engage, though both are possible with good positioning and mindful surfing. Surfing a bunch of people into a wall then Uniting is a great engage.
As a tank Blastoise has fundamental issues and should probably be wearing a diaper for how unprotected it is when surfing. Even Mew gets its own built in diaper (shield) when it surfs. this is getting a BIT ridiculous
Moveset 2
MOVESET 1: Water Spout + Rapid Spin
This standard flex build allows flexing into both Spinspout and Surfpump sets to fill needs in whatever game calls for.
Need to get rapid spin online asap. Once you have it, you can chase down and mow down just about any squishy in seconds and they cannot stop it. They will need peel from friends to survive.
The nerf to spin no longer being unstoppable and able to be slowed, as well as the hit to his ulti dmg, has made him overall less oppressive. He’s much easier to contain and get away from for squishies, and doesn’t flip objectives quite as well. Still a strong pick, but Bowser’s reign of terror as a mandatory pick is over.
Water Spin Blastoise can be seen as more of a fat allrounder in terms of the role it plays for its team. Its bulk and diving potential with Rapid Spin’s hindrance resistance and damage output makes it a nightmare for backliners to deal without specific peeling measures, and even without one of those to target it’s still a generally powerful source of group damage and objective rip.
First off, please hold down the Water Spout button while spinning. Many players make the mistake of tapping it instead and doing pitiful damage.
Your goal is to either force out enemy resources with the threat of your spinning or wait until some resources are burned so you can easily melt the enemy team. Since Water Spout in Rapid Spin can have up to 612% scaling (714% at the + version), getting a good amount of Specs stacks can be massive. Your Unite move is there as a source of huge CC engage or as a means of extending your survival, and its fast cooldown makes Energy Amp a very attractive pick.
Level 7, 9, and 13 are all very important power spikes for Blastoise. 7 is when you get Rapid Spin, 9 is when you become Blastoise and get your high impact Unite move (that you can eject to reposition during it and surprise people), and 13’s Rapid Spin+ gives you a massive defense boost that makes you just about unkillable with a bit of sustain.
